What does air conditioned by refrigeration mean?  I suspect that it is a phrase everyone understood in 1959 but now almost no one gets. If you know, please explain.

Could Tuffy the rhino be the reason Tucsonans spend vast amounts fixing their vehicles at Jack Furrier? In city full of chain car shops, Tuffy screams local, local, local.
